According to an interview with Moriken, Lucia is voiced by Yoko Asagami. The video was originally uploaded by the Twitter user hayaoh1712. I've mirrored it and gotten it subtitled in English. The first 15 seconds of this video was aired on TV, but I'm not sure what this extended version was used for. Maybe a CSG tape or something?
